Trabajadores de IRS rechazan recortes de posiciones

Nueva York — Al menos un centenar de empleados del Servicio de Rentas Internas (IRS) protestaron ayer en la ciudad contra la propuesta del cierre de 68 centros de asistencia alrededor de la nación.
La protesta fue organizada por la Unión Nacional de Empleados del Tesoro que se opone fuertemente al recorte de los centros de ayuda en persona y vía telefónica, alegando que esto traerá como efecto que un gran número de contribuyentes no puedan cumplir con sus obligaciones fiscales.
“Continuaremos haciendo todo lo que podamos para bloquear al Servicio de Rentas Internas”, dijo Colleen Kelley, presidenta del gremio quien añadió, “estamos trabajando con el Congreso y el servicio tendrán que presentar estudios que justifiquen los cierres”.
De acuerdo al sindicato, el plan del IRS es cerrar 68 centros de asistencia en 29 estados lo que significa una reducción de 434 puestos de trabajo.
En el estado de Nueva York se plantea el cierre de siete centros.
Kelley indicó que los centros de asistencia rinden ayuda a unos 7.7 millones de contribuyentes en la nación durante todo el año.
El cierre de los centros está pautado para el primero de noviembre. En la lista de los centro a ser clausurados está el del 290 de Broadway y otros dos en Brooklyn y Queens.
El sindicato reiteró que en el reporte del presupuesto del IRS para el 2006 contiene el recorte de más de 134 millones de dólares en operaciones de servicio al cliente.
“Es una pena para los miles de constituyentes que a diario utilizan nuestros servicios. Ellos son en gran parte de grupos minoritarios que desconocen cómo rendir sus impuestos”, dijo Ed Carroscio, una de los empleados que corre el riesgo de perder su empleo.
Otra empleada, Hilda Rodríguez, que ha trabajado para la agencia federal por 18 años, explicó que los empleados fueron informados sobre los planes de cierre en una conferencia con la gerencia de la agencia que se llevó a cabo el 27 de mayo.
“Aparecía una lista con los centros que serán cerrados”, dijo Rodríguez.
El gremio de empleados del tesoro, que representa a 150,000 empleados en 30 agencias y departamentos, ha realizado manifestaciones similares en ciudades como Austin y Boston donde se ubican otros centros pautados para el cierre.
“Nos aterra perder nuestro empleo porque nadie quiere estar desempleado”, dijo la empleada Juanita Hill.
En respuesta, El Servicio de Rentas Internas anunció a través de su página electrónica, que los planes de cierre son “ser más eficiente, modernizar operaciones y reducir costos”.
La agencia agregó que este año la mayoría de las declaraciones de impuestos fueron realizadas electrónicamente.

Hundreds of IRS employees held a rally yesterday in New York City, to protest the closure of 68 TAC offices around the nation. The protest was organized by NTEU which is strongly opposing such measurement. The closures are going to affect the walk in centers as well as the call in centers. The Union claims that, all that this is going to achieve, is that large numbers of taxpayers will not be able to complied with the tax laws.
The Union further stressed that they will continue to do everything they can to stop these closures, as per statements made by Colleen Kelley, National NTEU President, who further stated that NTEU is working with the Congress, and the IRS is going to have to present studies that justify such closures. According to NTEU, the IRS is planning to close 68 TAC in 29 states which translates to a loss of 434 employees. In New York State they are planning the closure of seven TAC offices. Colleen Kelley stated that the TAC offices services 7.7 million tax payer nation wide on a yearly basis. The closures are planed for the 1st of November 2005. The list of TAC offices for closure includes 290 Broadway and two other offices located in Brooklyn and Queens. NTEU stated that the budget for the year 2006 contain cuts adding up to 134 million dollars for Tax Payer Service.
Ed Carrascio one of the potential affected employees stated that It is a shame for the thousands of Taxpayer's which daily utilize our services. Most of them are minorities and are not aware of what they have to due in order to comply with the requirements of the Tax laws.
Another employee, Hilda Rodriguez, who has 18 years of employment with the IRS, explained that the employees were not informed of the proposed closures until they attended a phone conference which was called by the IRS on May 27th 2005, at that point there appeared a list which contained the names of the TAC offices which the IRS is proposing to close.
NTEU which represents 150,000 federal employees in 30 different agencies, has held other similar rallies in other affected cities. The cities which have held similar rallies have been Austin, Texas and Boston, Mass.

The IRS stated on their web pages, that the purpose of the cuts, was to be more efficient, modernize their operations and to reduce cost. The IRS further stated that most of the filling of tax returns this year were done through electronic filling.
